
Every year, governments, international organisations, development banks, environmental funds and implementing agencies finance thousands of projects addressing waste management, chemicals, water quality, wastewater, resource efficiency and plastic pollution.
These environmental projects generate a substantial body of knowledge. They produce baseline studies, waste inventories, material-flow analyses, policy assessments, technical guidelines, stakeholder mappings, feasibility studies, pilot evaluations, training materials and regulatory recommendations.
Today, the environmental sector has accumulated sufficient knowledge and practical experience to move beyond repeatedly starting from first principles. New projects should increasingly reuse, test and build on existing evidence, lessons and pilot activities.
After many years of funding environmental projects across almost every country, the design of new projects and programmes still lacks a sufficiently systematic approach. Previous knowledge should be readily identifiable not only within a single organisation, but across institutions. It should be possible to locate, compare and analyse earlier work, examine it at the level of individual activities, assess how it relates to subsequent interventions, and incorporate the resulting evidence directly into the design of new programmes.
In practice, project managers and programme officers often have only a partial view of which projects and activities have already been implemented, what durable results were achieved, which approaches failed, and which gaps remained unresolved at the end of the project cycle.
The problem is therefore no longer simply one of poor document management. It is a structural failure in the way environmental programmes convert project expenditure into cumulative institutional knowledge and operational intelligence.
Environmental cooperation remains organised around projects, not knowledge
Most environmental interventions are designed and managed as discrete projects. Each has its own financing agreement, implementation period, results framework, institutional partners, consultants, reporting requirements and final deliverables.
This structure is administratively necessary. It provides a defined basis for budgeting, accountability and evaluation. The problem is that knowledge is frequently managed according to the same temporary architecture. Information is collected because a project requires it. An assessment is commissioned because it appears in a workplan. A database may be created to support implementation. A final report is prepared to demonstrate completion.
When the project ends, the institutional and technical infrastructure surrounding that information often ends with it.
The knowledge does not become part of a durable, searchable and continuously updated evidence system. In particular, it often is not easily accessible or searchable by other entities and actors working on similar topics. Instead, it remains embedded in documents designed primarily for contractual reporting.
A document records what a project produced. A knowledge system allows future users to determine what is already known, how reliable it is, where it applies, what was attempted, what succeeded, what failed and what should happen next, similar to an academic literature review before undertaking new research project.
“Lessons learned” are usually documented, but rarely operationalised
Most project-management systems require lessons learned, evaluations or completion reporting. UNEP evaluations, for example, are intended both to demonstrate accountability and to support operational improvement, learning and knowledge sharing. UNDP similarly defines knowledge management as the collection, analysis and use of evidence about what does and does not work across country and organisational experience.
The weakness lies less in the absence of lessons than in their subsequent use.
Lessons are commonly recorded as narrative statements:
- stakeholder engagement should begin earlier;
- institutional ownership should be strengthened;
- implementation periods should be longer;
- coordination mechanisms should be improved;
- data collection should be standardised;
- national capacity should be sustained after project closure.
These conclusions may be valid, but they are difficult to reuse systematically.
They are rarely converted into structured decision rules that can be applied during the design of future projects. A new proposal is not automatically assessed against comparable interventions, previous implementation constraints or unresolved recommendations.
Nor is there usually a mechanism that alerts a programme officer that:
- a similar assessment was completed three years earlier;
- the proposed target group has already received equivalent training;
- a previous pilot failed because the operating costs were not financed;
- an earlier database became inactive after project closure;
- the same ministry has already endorsed an overlapping roadmap;
- the proposed indicators are inconsistent with an existing national system.
Consequently, lessons remain descriptive rather than operational.
Searchable documents are not the same as usable knowledge
International organisations already operate numerous project portals, publication libraries, evaluation repositories and document-management systems. These platforms are valuable, but they generally remain document-centric.
A user can often search by title, country, organisation, funding mechanism, publication date or broad thematic category. That is insufficient for programme or project design.
Consider a programme officer preparing a new plastic-waste intervention in Senegal. The relevant questions may include:
- Which plastic-waste characterisation studies have already been undertaken?
- Which cities, municipalities or material categories were covered?
- Which projects assessed collection systems, informal waste actors or recycling capacity?
- Which organisations have already conducted public-awareness campaigns?
- Were similar training programmes delivered to customs officials or municipalities?
- Which regulatory recommendations were made previously?
- Were those recommendations implemented?
- Which proposed activities substantially overlap with the new concept?
- Which evidence gaps remain unresolved?
A conventional repository cannot answer these questions reliably because the relevant information is dispersed across organisations, project proposals, annexes, progress reports, consultancy outputs, evaluation documents and national studies.
The user is expected to first identify which organisations previously implemented projects in the country, then locate potentially relevant files, download them, read them individually and reconstruct the relationship among them.
This is not knowledge management at an institutional scale. It is manual research and let’s face it; it is a step that is skipped repeatedly by individual staff members.
Duplication is more complex than two identical projects
Environmental projects rarely have exactly the same title, implementing agency, budget or stated objective. A simple duplicate-record check to avoid funding the exact same proposal more than once is effectively done by most international organizations. However, we often hear from donors and stakeholders how project activities and project are repetitive across very different projects. The overlap occurs at a deeper level.
Two projects may be described differently while financing substantially similar activities:
- national plastic-flow assessments;
- municipal waste-composition studies;
- stakeholder consultations;
- policy and legislative reviews;
- recycling-market assessments;
- public-awareness campaigns;
- training workshops;
- inventories of treatment facilities;
- pilot collection systems;
- assessments of alternatives to single-use plastics.
The wording may differ, as may the donor, implementing organisation or institutional counterpart. The intended outputs may still be functionally equivalent.
There is also duplication at the level of anticipated results. A public-awareness campaign, school programme and stakeholder workshop may be formally classified as different activities, yet all may seek to influence similar behaviour among overlapping target groups.
Conversely, two technically similar activities undertaken in different contexts are not necessarily duplicative. Replication can be justified when it tests an intervention under different regulatory, socioeconomic or geographic conditions.
The analytical challenge is therefore not to detect identical projects. It is to distinguish among:
- unnecessary repetition;
- justified replication;
- complementary intervention;
- sequential scaling;
- adaptation to a different context; and
- genuinely new work.
That determination cannot be made from project titles or keywords alone. It requires structured comparison of activities, locations, actors, methods, outputs, findings, target groups and intended results.
A country may accumulate several assessments confirming the same underlying constraints—insufficient collection coverage, weak enforcement, limited recycling capacity, poor cost recovery and fragmented institutional mandates—without receiving sustained investment in the systems required to resolve them.
The underlying problem is a missing intelligence layer
The environmental sector does not primarily need another repository into which organisations upload additional PDF files.
It needs an intelligence layer capable of converting fragmented project documentation into structured, comparable and decision-relevant information. Such a system would not treat a project as a single record. It would represent its constituent elements. The system would then identify relationships among these elements across projects and documents.
A waste inventory in one project could be connected to a later policy assessment that relied on it. A pilot collection scheme could be linked to the evaluation that identified its operational limitations. A regulatory recommendation could be traced across several interventions to determine whether it was repeated, adopted or left unresolved.
This changes the unit of analysis from the document to the evidence, activity, decision and result.
Governance matters
A robust system would combine structured project records with automated analysis of reports, evaluations, datasets and technical outputs.
The value lies in changing project formulation from a largely document-based review process into an evidence-informed comparative assessment.
Environmental organisations may have little incentive to expose overlap, failed pilots or underused outputs. Agencies compete for donor resources, institutional visibility and continued relevance. Project teams are generally rewarded for mobilising and delivering new projects, not for concluding that an existing body of work should be reused instead.
There are also legitimate constraints involving confidentiality, political sensitivity, intellectual property, data protection and inconsistent reporting standards.
A functioning system therefore requires governance arrangements covering:
- minimum information to be disclosed;
- common metadata and classification standards;
- ownership and update responsibilities;
- access rights;
- treatment of confidential information;
- validation of extracted data;
- correction and dispute procedures;
- institutional responsibilities for reviewing overlap;
- integration into project-approval workflows.
The decisive intervention may be procedural: requiring programme teams to conduct and document a structured prior-work assessment before a project is approved.
From project delivery to cumulative environmental capability
Environmental finance should produce more than isolated outputs. Each intervention should strengthen the collective capacity to understand a problem, select an appropriate response and improve subsequent implementation.
That requires a shift from project-level knowledge management to cumulative environmental intelligence.
The central question should no longer be: Where can we store the final report?
It should be: How will the evidence, activities, results and failures generated by this project change the design of every relevant project that follows?
Until environmental organisations can answer that question, substantial portions of institutional knowledge will continue to disappear—not because the reports were deleted, but because the systems required to interpret and reuse them were never built.
