
The chemical industry has a sustainability problem—not because it has failed to improve, but because its improvements are being overtaken by its own success.
Over the past four decades, the industry has become cleaner, safer and more efficient. Responsible Care has evolved from a programme focused primarily on health, safety and environmental protection into a broader sustainability framework. The International Council of Chemical Associations (ICCA) has expanded it through the Responsible Care Global Charter, sustainability indicators and performance reporting. European chemical producers have also significantly reduced greenhouse-gas emissions while improving energy efficiency and environmental performance.
These are genuine achievements and deserve recognition.
Yet none of them changes one inconvenient reality: the world keeps demanding more chemicals. And the chemical industry remains one the most energy intensive and polluting industries of our time.
Every electric vehicle, solar panel, wind turbine, semiconductor, medicine and fertiliser increases demand for chemical production. As economies grow and industrialise, chemicals become even more deeply embedded in modern life. Success therefore creates its own environmental challenge. A plant may reduce emissions by 20 per cent per tonne while producing 40 per cent more material. Sustainability indicators improve while the industry’s overall environmental footprint remains largely unchanged.
This is why the chemical industry differs fundamentally from many other sectors. Carbon is not only the source of emissions; it is also the raw material from which thousands of products are made. Decarbonisation therefore requires far more than replacing fossil fuels with renewable electricity. It requires finding more sustainable sources of carbon itself while continuing to meet growing global demand.
The industry’s own transition studies increasingly recognise that there will be no single technological solution. Electrification, low-carbon hydrogen, carbon capture, alternative feedstocks, circular carbon and digital process optimisation are complementary rather than competing approaches. The challenge is not selecting one pathway, but combining several technologies to reduce emissions while maintaining competitiveness and production capacity.
Responsible Care reflects this evolution. Originally developed to improve health, safety and environmental performance, it now incorporates climate indicators, water stewardship, sustainability reporting and value-chain engagement. It remains the industry’s principal voluntary framework for continuous improvement. However, it should no longer be viewed as the destination. It has become the governance framework supporting a much broader industrial transformation.
Ultimately, environmental sustainability in the chemical industry should not be measured solely by improvements in efficiency or reductions in emissions intensity. The more meaningful question is whether the industry can decouple continued production growth from greenhouse-gas emissions, resource consumption and waste generation.
That is the transition the industry has begun.
Whether it can achieve it at the pace required remains one of the defining industrial challenges of our time.
